KEYNOTE SPEAKER

DR.HAM-MUKASA MULIRA, PhD (Lond.) MINISTER OF INFORMATION AND COMMUNICATION TECHNOLOGY (ICT)

REPUBLIC OF UGANDA

Dr Ham-Mukasa Mulira was recently appointed as the Minister of Information and Communication Technology (ICT) in the Government of the Republic of Uganda. His area of specialization is Statistical Computing. Prior to this appointment, he was the Executive Director of Uganda Computer Services (UCS), the Government of Uganda Information Technology (IT) department, being transformed into the National IT Authority – Uganda (NITA-U), a World Bank funded project under the Ministry of Finance, Planning and Economic Development. NITA-U shall be responsible for the monitoring, coordination and support of IT initiatives in Uganda. He holds an MSc, Loughborough University of Technology, UK and PhD (Statistical Computing), University of London (Imperial College/the London School of Economics), UK. He has followed and been part of the IT evolution in Uganda having been involved in many large IT systems implementation projects such as the computerization of the nationwide network the 67 branches of Uganda Commercial Bank Ltd as the General Manager, Management Information Systems, the automation of operations in NSSF covering digital member-registration and fund management, computerization of the National Housing & Construction Company (NHCCL) and reviewed the IT strategy and systems of the Uganda Revenue Authority. He served as a Teaching and Research Assistant at the University of London, London School of Economics (LSE) and a Software Engineer, City Systems (UK) Ltd, London, UK. He was also a Lecturer, Makerere University, Kampala, Uganda and has undertaken numerous consultancies in the field of IT for the World Bank, UNDP, UNESCO, UNICEF and Government. He is also involved in conducting and supervising research in various aspects of IT with special interest in Software Engineering.
